Rotary/pulse phones are no longer suported by most telecoms. Requirement was lifted years ago.
Can you give us an actual list of what your county is asking you to do? Or at least what their biggest and most costly demands are? With that we can can have a real discussion here. Otherwise this is noting but speculative complaining about how “the man” is coming down on AirBnB start ups.

We have a 1940’s black rotary dial phone in our kitchen that definitely is supported by Bell Canada. It’s the only phone guaranteed to work when the power goes out at our house. Also, I like the vintage look even though it is really heavy!
