Regulations require me to provide geusts with a phone

Dear fellow hosts,

Local regulations require me to provide guests with access to a phone. My question is, how can I charge them if they make calls using the phone?

Get the cheapest phone with the most limited of local-calling capability. Best to stay away from charging anything, more hassle than its worth.

Regulations are the same here and I provide, on request, a cell phone with the cheapest plan available here (2โ‚ฌ/month gives you 2 hours and unlimited SMS/MMS), which is locked (guests cannot make international calls with it). No guest has asked for it.

$15 for the phone and 300 minutes calling credit (cheapest plan) for an additional $15 at Wal Mart.

I donโ€™t know where you live, but in the U.S. you can get pay as you go plans. As we have so many guests who canโ€™t use their phones in the U. S.; I have considered buying a phone and offering the guests the opportunity to use it.
