How to review a place when you didn't stay

Re reviewing a place that a guest never stayed or a host reviewing a guest who never stayed or came near the property, my understanding was that it is not possible. I wrote a review of a (guest who is also a host) who advised by sms she was not coming an hour before she was expected to arrive. She did not cancel so the room costs were paid to me by airbnb. I left a review stating that guest advised she was not taking up the reservation so I could not comment on her stay but only on communication. Cant remember the star rating, probably 3 or 4 due to late notice. Some weeks later airbnb removed my review saying that reviews cannot be done for guests who did not arrive. I am curious (forgive me for asking) but when you advised you were not checking in, would that be enough information for a host to understand the situation? I guess there could be many factors involved and how could the host review you if you were never there? I am puzzled.

What I said to them at booking and when I said I wouldn’t be checking in is posted in this screenshot along with the fact that I got no message from them at any point:

I was also puzzled. I assume it’s in case a guest had a bad experience with a host before arrival but prior to staying. For example if I booked a place and couldn’t get in when I arrived, and I messaged the host and they didn’t answer me, I wouldn’t cancel, I’d call Airbnb. I’d find a different place to stay, and get refunded. I wouldn’t cancel but I would give the host the worst review ever.

Also Airbnb doesn’t have any way of knowing if the guest actually checked in or not if they didn’t cancel. A dishonest guest or host could claim they did if it benefitted them in some way to do so.
