I do not allow candles or open flame here, indoors or out. This is high fire danger and not worth taking any risk. For atmosphere we provide flameless candles, battery operated. We have votive size as well as several sizes of tapers. The votive size are sweet in a glass on the porch. We are a romantic location, and guests love this.
This has happened THREE times now!!! people are idiots. I have now written in sharpie, inside, DO NOT LIGHT (i really wanted to write “do not fail this iq test”)
So I now also have a couple of burned candles like this in my bathroom, 2 of them still work.

You might consider putting in a fun quiz in the house (We do this. Just make it in Word and put a banner on the top with a picture of the property, or some part of it).
One of the questions could be (you could probably do better):

You see electronic votive candles in the house. What do you do with them?
a. Try to light them with a match (No – they’re electronic!).
b. Use the remote to switch them on as part of your gratitude practice,
c. Turn on to help calm you (or that someone) the f*ck down,
d. Turn on when someone passes gas (the placebo effect might work),
e. Turn on to create a Zen vibe,
f. Turn on and pretend it’s (his/her) house
Etc.
Anyway, it’s a potentially fun way to get information across.

I think you might remove them and with that the source of frustration for them and you. We do not leave them out, we bring them out if and when asked. We demonstrate how to use the remote to control them. And we do not have any matches available. So far so good.
we have fireplaces in the bedrooms, and it’s a big selling point with our listings (people love to come to wine country and sit by a fire, esp in winter), so of course we have matches. I did actually buy these firefighters that are flameless, and are rechargeable, but they are not very good and they go flat too fast. I don’t mind providing a candle, it’s romantic, and they are on the coffee tables, not in the bedrooms.
