Can't figure out how to change cover photo in listing?

I can’t seem to do anything with my photo album, other than add/ delete photos. It used to be very straightforward, but with the new “photo tour” format, I can’t figure out how to change my cover photo, or how to change the order in which my photos appear. Does anyone know how to do this?

Do you not have the “Change photo” button when you hit “Edit” in the photo section?
