No passcode (smart locks) locks on bedroom doors and kitchen doors per my city code's dept

In the city I reside in; the building and codes dept are trying to label owner occupied hosts with spare bedrooms as " rooming houses" in which I feel devalue our homes and businesses. Requiring hosts to get a special permit. I certainly put up a fight and eventually I was cited for having passcode locks on the bedroom and kitchen door which must be corrected in order to receive a Residential Occupancy Permit. This city never had this requirement before. Airbnb has a no camera rule in the common areas, now this. The level of security isn’t mathing. How do owners occupy hosts expect to stay safe!

What city? Also, what does it matter that you are a rooming house? Unless it affects your property tax situation it only matters that you show that you are not a ‘rooming house’ when you’re selling it if that is an issue.

A lot of places require a special permit. What is the city’s issue with the locks? Can you switch to a regular hard key instead of the keypad? I don’t have any locks that require a key to get out. In case of fire or emergency I don’t want a guest to have to figure out how to get out. I’ve been traveling in Italy for 2 months staying in different places and it’s been tricky to get out of some places. The place I am staying in Venice requires 2 different keys to get out. If there was an emergency it would take me longer to get out, especially if it was dark. I’m surprised they allow it.
