I request all the guests to read and agree to comply the house rules before making reservation. I am going to print out the house rules and put in the apartment for them as well.

Consider using automated messaging for check-in instructions. You can usually add the house manual and rules to it, so that it never gets missed and is right front in center for your guests.

I suggest not adding that second sentence. It’s passive aggressive and it also invites a reply from your unwanted potential guest.
If it was me, I would have blocked him when I cancelled. Let him complain to Customer Disservice.
