Guest Report - Hotels, B&Bs

So, does anyone believe there is a market for a guest report for hotels? I am envisioning something akin to a credit report, which would be accessible to hotels, allowing hotels to refuse service to those who have a record of doing damage or being disruptive. Possibly, these guests would be required to purchase some sort of damage insurance or make a larger deposit.
